President Herbert Hoover signs an original pen and ink cartoon, created by Seymour Halpern.

  A self-confident Hoover explains to “Uncle Sam” the various programs his administration has produced, each in the form of a mounted fish:  Business Expansion Program (on a swordfish); Oil Conservation; Farm relief; London Naval Conference; Jones-White Shipping Act; Consolidation Government Agencies; and Reorganizing Foreign Services.

Hoover was an avid fisherman. So well known as a fisherman, there is a biography of Hoover titled The Fishing President. Hoover is also the author of at least two books about fishing. Take a look at his book, Fishing for Fun.

Hoover’s signature is in blue ink at the very bottom.
