This photograph, signed by the members of the 1963 members of the American Policy Council, is inscribed by the Secretary of the Army, Cyrus Vance “To Bill / Cyrus Vance”
The verso of the cardboard backing features a list of the attendees and their ranks. A notation on the back mentions a member who was not at the meeting, but has signed the photo; and another notation saying “To Admiral Fletcher/from Sec. of Army Vance / 1963.” Admiral Fletcher’s first name was
The Army Policy Council’s function is to advise the Secretary of Defense on policies relating to the armed forces. The Council considers, recommends, and reports directly the Secretary of Defense may direct. One of the main directives under consideration at this meeting in 1963 was addressing racism in the U. S. military branches.
Separated from backing board, overall yellowing (common with photos from this era), minor soiling, upper corners with minor bending, wavy glue remnants on verso of photo; note on verso of backing is very faded, with edgewear. Else very good.
An interesting piece of 20th Century militaria, from an era that fomented great change to America and the Defense Department.
