On a small card, Lincoln asks the Asst. Sec. of the Navy, Capt. Fox, to see “the bearer.”
Much liked by the Lincolns, Fox was considered “the brains” of the Navy Dept. It was he who directed the expedition to relieve Ft. Sumter in April 1861.
