On the back of the letter to him, Lincoln writes, “If Gen. Halleck recommends this appointment, I will make it; not otherwise….”

Francis L. Vinton was Colonel of 43rd Reg. N.Y. Volunteers.

Written on a clerk’s manuscript letter and signed by seven members of the Union Defense Committee [“New York, 9 Sept. 1862”]. They push the candidacy of Col. Vinton to become a brigadier general, having been thus nominated by Governor E. D. Morgan. Francis L. Vinton was Colonel of 43rd Reg. N.Y. Volunteers.

The document states that Vinton had been “recommended for promotion for Meritorious Conduct by generals of his Army Corps,” viz. W.B. Franklin, Wm.F. Smith, W.S. Hancock, and Lt. General Winfield Scott. Also by New York political heavyweight, the ubiquitous Thurlow Weed.

The Committee writes of his education at West Point, his “graduation at the ‘Ecole des Mines Imperial’ in Paris, and “the inheritance of the military renown of his father…killed while Commanding the trenches at the Siege of Veracruz….” They end with, “having been recommended for promotion for Meritorious Conduct by the Generals of his Army Corps, to wit: W. B. Franklin; W. F. Smithe; Winfield Hancock; Lt. Gen. Winfield Scott; and Thurlow Weed.”

Another supporter signs “N. Knight of the N.Y. Chamber of Commerce.”

Excellent with dark ink writing by Lincoln; usual folds.
